I think crime needs to be mentioned, IMO. From the people who break into houses and steal the pipes and electrical wiring to sell for scrap (extremely widespread, especially in abandoned buildings), to the very top, for example the previous Mayor of Detroit, a Mr. Kwame Kilpatrick, had his term ended early when he was escorted by the Michigan State Police to a luxury condo at a federal penetentiary. Then of course fiscal problems. In Michigan municipalities are somehow allowed to collect income taxes. In Detroit it is a 2.5% income tax. In Pontiac, MI just a few miles away the rate is 1.5% and Pontiac is also depressed. Nice parts of Detroit Metro like Troy, Auburn Hills, Grosse Pointe do not levy an income tax of any kind. If you make a salary of let's say $50 000 it is at least $1250 annually you are saving, which basically destroys the cost advantage of a $10 000 house in Detroit compared to a house twice as big and of superior condition in say Troy (not to mention savings on car insurance, home insurance and yourself from not getting robbed and murdered)
Detroit has had so much bad management to the point where it basically killed its momentum and consequently it needs to die. Note how downtown Detroit is actually quite nice. I think it would be interesting if Detroit "de-annexed" its periphery to be managed by other authorities, perhaps the suburbs can start sprawling inward into Detroit and take advantage of... well basically nothing but at least maybe save some space for cottages and farms on the other side.
Le problematique qu'existe c'est que plusieurs maisons ont ete abadonnes a cause des taxes elevees et une valeur minime, en consequence ces maisons deviennent des hebergements pour la criminialite (crack house, etc) qui baisse encore le valeur des maisons avoisinants ainsi que le desir pour les residants a rester... un cycle infernel... la Ville essaye de le combattre en demolissant les pires maisons mais ils n'ont pas assez d'argent...
